According to Base, the introduction of Fault proofs is a fundamental move in their decentralization process. Another crucial step for Base to achieve the initial stage of decentralization is incorporating the Security Council into its contract upgrade key. Once this integration is complete, Base will only be able to execute contract upgrades based on actions taken by the Optimism Security Council. The Optimism Security Council, in turn, will only carry out actions that have been approved by the Optimism Governance.
